This probably sounds a silly question, but I am considering purchasing a used 7D and wondering how you install the lastest firmware upgrade if your not the original purchaser?

You do not need any proof of purchase to download the firmware. Just go the canon webpage and download.

OK, I now have the camera (7D) and it's a beaut. The current firmware (according to EXIF) is Firmware Version 1.2.2, can I just load the latest firmware update (Aug 2012) or do I need to get previous/intermediate updates first?

Go straight to the latest release.
Just make sure you have a fully charged battery and put the firmware update in the root directory of a freshly formatted CF card.
